If you don't need emulation/tracing/breakpoints etc, you don't need emulator at all.
And what does mean "to download program to chip"? C5000 has not FLASH for user program, and you have to download the program every time the device is turned on, like in the case of FPGA. And there is a lot of ways to do it. ( Parallel flash, serial flash, host microcontroller etc ) The keyword for further info is "BOOT".
