The Vpp first gets around this, but the ICD2 cannot execute Vpp first since the target is powered. So this is unique with the ICD2.

I have used 16f819/818 in MCLR internal & internal osc.
But I let ICD2 power the target system. It works fine.
I did put this query up in this conference. Mr. HH from Microchip said it may works or may not be verify properly due to the power up requirement may not be met by icd2. I assume the VPP has to be up first before anything else.
