У вас в проекте требуется (без нижнего инвертора и одного выхода к нему) 2 Input и 24 IO. Но после компиляции задействуется все 26 IO (тратятся 2 лишние макроячейки на обслуживание сигнала Output Enable, а посему 2 IO, подключенные к этим макроячейкам становятся недоступными ... их можно использовать лишь как входы). Вот и получается, что ресурсов по выходу у Вас больше нет ... Altera это в хелпе поясняет так.
CAUSE:
You have requested more output pins than are available in the target device, including one or more Output Enable signals implemented on logic cells. The ratio shown is the number of resources requested to the number available in the current device. In MAX 3000, MAX 7000A, MAX 7000E, MAX 7000S, and MAX 7000AE devices, the only legal locations for a buried logic cell that drives an Output Enable signal take the position of a cell that drives an I/O pin. Therefore, these I/O pins are no longer available as outputs. However, such pins can still be used as inputs. You can use this I/O pin as an input pin, but not as an output pin. If you use the I/O pin as an output pin, the Output Enable signal cannot be implemented. The available resources may have been reduced in order to support compatibility with the migration device(s) you selected for the current device.
ACTION:
You must change the project to use fewer pins, use a different (higher-capacity) device, or partition the project among additional devices.
