Не Синопсис придумал эту терминологию - она существовала задолго до него и живет независимой от них жизнью. Причем, термины могут употребляться разными авторами в несколько разных смыслах - это живой язык. Вот например в Library guide от Xilinx употребление терминов совершенно иное и однозначное: latch - асинхронная защелка, flip-flop - триггер с клоковым входом, срабатывающим по фронту. Причем, регулярно встречается конструкция "flip-flop and latch". И есть отдельные разделы, которые называются "flip-flops" и "latches". И, кстати, определения из их глоссария:
latch
A two-state buffer fed by two inputs, D and L. When the L input is
Low, it acts as a transparent input; in this case, the latch acts as a buffer and outputs the value input by D. When the L input is High, it ignores the D input value.
flip-flop
A simple two-state logic buffer activated by a clock and fed by a single input working in combination with the clock. The states are High and Low. When the clock goes High, the flip-flop works as a buffer as it outputs the value of the D input at the time the clock rises. The value is kept until the next clock cycle (rising clock edge). The output is not affected when the clock goes Low (falling clock edge).
