Ругается следующими словами:
ERROR:Pack:679 - Unable to obey design constraints (LOC = P48) which require
the combination of the following symbols into a single I/O component:
PAD symbol "$I138/$1I38" (Pad Signal = RF_R_NIN<4>)
BUF symbol "$I139/$1I38" (Output Signal = F_R_NIN<4>)
PAD symbol "$I156/$1I80" (Pad Signal = RF_TOP_NOUT<28>)
More than one pad symbol. Please correct the design constraints accordingly.

Problem encountered during the packing phase.

Как я понял, нельзя использовать в разные стороны ножки "p48" и "p97", и "p49" и "p99". Правильно ли я понял? Можно ли это обойти.
